Breanna BettS Anderson
Program Manager, Policy & Narrative Strategy
Breanna Betts Anderson is a Program Manager at H-CAP, focusing on policy and narrative strategy to advance racial equity and job quality in healthcare. In her role, Breanna utilizes her extensive workforce policy, research, communications, and development expertise to grow H-CAP’s national leadership in healthcare workforce development. Breanna re-joined H-CAP in 2024, having previously served as a Policy Analyst on the launch and implementation of the H-CAP Center for Equity initiative from 2021-2023.
Prior to H-CAP, Breanna gained extensive experience in long-term care policy as a Policy Analyst at SEIU Local 2015, California’s largest labor union, representing over 385,000 home care and nursing facility workers. Her workforce policy experience inspired her to earn her master’s degree in public administration (MPA) with a certificate in Public Finance at the University of Southern California Sol Price School of Public Policy, where she studied further how government systems can better serve working families. After graduating with her MPA, Breanna worked as a senior researcher at SEIU Local 721 in the union’s Social Services division, building public sector worker power in Los Angeles County.
Breanna got her start in the labor movement as an undergraduate student organizer at the University of Southern California, where she earned her B.A. summa cum laude in American Studies & Ethnicity and Gender Studies.
